It was in 1833 William Cost Johnson sponsored a bill, which by vast majority, passed through both branches of the Legislature, creating Carroll County, and it's Westernmost boundary, Sam's Creek. Major General John Sedgwick led his procession of 18,000 men through this area on his march to Gettysburg.
